Surely it wouldn't make sense in 2020 for a root to seek Mozilla EV enablement? Firefox doesn't present EV enabled certificates with a different UI these days as I understand it. So there doesn't seem to be any benefit from being EV enabled in Firefox, instead you get a bunch of extra requirements imposed by these policy documents.
