PKCS #1 already has a file of test vectors.
These are of course only RSA, and also they're no longer to be found at
their original location and don't comply with what you'd use as
modern-day key sizes.

Generally this is not a bad idea to have a set of existing "test keys",
if someone wants to RFC this I'd though propose to re-use existing
testvector keys if they exist.
