All, I have updated the process description for approval of externally operated subordinate CAs ( https://wiki.mozilla.org/CA/External_Sub_CAs#Process_for_non-Technically-Constrained_Subordinate_CAs). (This wiki guidance is associated with MRSP section 8.4 <https://www.mozilla.org/en-US/about/governance/policies/security-group/certs/policy/#84-externally-operated-subordinate-cas>.) Most of the changes were necessary because the process description was out of date and the cross-references no longer matched steps in the regular application process ( https://wiki.mozilla.org/CA/Application_Process#Process_Overview).
