1) More or less at the same day the EV guidelines were approved...2) Verisign hardly could have undergone an EV audit at that stage as required. Such an audit takes up to a few month. Perhaps they simply don't need one...or special rules apply for them...(Perhaps there is clause saying: Except Verisign or owned by Verisign ;-))
