The back-end still supports the feature, you'll have to ask over in the
Firefox app groups why the UI was removed.  A simplification for the
average user most likely, but also the behavior was not quite what some
people expect: it never prevented re-adding that specific cookie, it would
block all future cookies from that host.

Looks like blocking on removed cookies can be turned on as a global default
by setting a pref:
