I don't think this removal will affect much in the current Quantum
plans. rustc itself is not removing the mingw target, so individual
pieces will probably still work. We don't really have the resources to
keep this alive longer than necessary, and it mostly affects
bootstrapping and the final binary.

I suspect if Stylo and WebRender are eventually gated on mingw builds,
Firefox will be in fine shape.
