On Linux, you can use the NSS tools package provided by the
Linux distribution you're using.  You can find the package's name
in http://code.google.com/p/chromium/wiki/LinuxCertManagement

On Mac, you can look into the NSS package in MacPorts.  I
haven't used it myself though.
