I'm wondering what would happen if I just removed it. It seems to me that in most cases paint suppression would prevent anything bad from being displayed between the initial load and the charset-detection reload.
Paint suppression would suppress the new document, not the old (bogus) document, which is what we don't want to render. How about we just have SetRendering(PR_FALSE) blow away the frame tree or something?
(On a side note, I can't tell where we enable said refresh; does the document viewer do it somewhere magically?)
