Fix Description: The --with-rpath[=dir] argument must be passed to
configure to use an rpath. If =dir is not given, the default will be
used, which includes using $ORIGIN on Solaris and HP-UX systems which
support that. The RPATHFLAG setting has been removed from build.mk and
put in configure/autoconf.mk. If --with-rpath is not given, the RPATH*
macros in build.mk will expand to nothing, and no rpath will be used.
