I am trying to timestamp when (i) a piece of jpeg image is read from 
network and (ii) this piece gets rendered on the page, and I would like 
to minimize the difference between these 2 timestamps.

From nsContentSink.cpp, I see that these 2 timestamps will differ by 
//content.notify.interval //sec at the minimum right?
