Note that this interface is not frozen, which is also why it's not
included in the SDK.
The best way to get the header file is either to build the browser
yourself and get the file from dist/include, or to get the IDL
(nsISeekableStream.idl in this case) from LXR or something and use the
xpidl from the SDK to turn that into a header file.
