Yes. Depending on your branch see nsIThreadManager (trunk) or nsIEventQueueService (elsewhere). See also nsIProxyService, depending on what you're doing.

No. All DOM access MUST happen on the main thread. This includes calls to nsIDOMEventTarget::DispatchEvent.
