What did you return from this method, if anything?
I also tested, by preserving truths service "window-watcher", to make a "void setWindowCreator (nsIWindowCreator creator)" by implementing a "nsIWindowCreator". Much IQ is done, but nothing leads to the parameters of the "window.open".
You don't get your createChromeWindow method called? Not that this would see the URI anyway....
I do have to wonder exactly what you're doing that needs the URI of window.open() without opening the window (and how it handles cases when no URI is given).
