We've thought about it and it's been brought up in a few meetings, but nothing conclusive has really happened as far as I know. One thing I heard (and this was a while ago so its probably inaccurate) is that a developer can test a privileged app locally, its just that it will prompt for permissions once. When given it will continue to function like normal, with those permissions granted.
