If by "emulator" you mean Firefox OS Simulator, then (at least part of)
the problem is that Simulator app installs don't currently register
permissions. The fix for that is pull 263
<https://github.com/mozilla/r2d2b2g/pull/263>, which should make it into
the next Simulator release.
