You can get the latest FF here for Ubuntu -
http://www.mozilla.org/products/download.html?product=firefox-19.0&os=linux&lang=en-US.
I am using Linux Mint and even I got the latest version on the main
distribution channel. Are you sure that sudo apt-get install firefox
doesn't show up the latest version of FF?

And coming to the network being linked on a Windows VM - how have you
setup the networking for the Windows VM? Is it bridged or direct
connection. Based on that you will get access to the wi-fi network.
