I have posted a Product Requirements Document that covers partner needs to limit App distribution by country and/or by carrier. I seek wise comments and feedback (within the doc).
I have taken the approach that we (Mozilla) do not want to restrict users, but continue to allow developers to be in control of their App and make any restriction decisions for themselves. It is still the case that any user from any country may still install or purchase apps from any regional store (this is quite different from other app store approaches). However, there are cases where developers need or desire to restrict their content to ONLY users within certain countries (use cases in the PRD). There are also cases that operators need to limit content to only their subscribers. These are pressing issues for some of our partners, so this PRD should give you my thoughts on how to address them.
