It's unclear for me that you are trying to create your own keyboard by

Assuming you are creating your keyboard by forking Gaia Keyboard and
including your own layout, your layout JS file will only work as
intended when it's being interpreted as intended. Since the rules are
simply internal to keyboard, the best way to figure out that is to
read the code. Unfortunately there are not central parsing function
yet -- buildKey() in render.js probably contain the most relevant
information.
