I think it depends which executor the build runs on. If it runs on an executor with an up to date local Maven repository (including the executor on which Axiom itself was built), then it works, otherwise it doesn't. I've seen this kind of issues in the past, and I'm suspecting that it is related to how Nexus maintains the Maven metadata (maven-metadata.xml). I've posted a message to [email protected] to get some advice. A workaround may be to add an option to Maven to force it to download the snapshots (-u or something).
