There's a lot more overhead (INFRA tickets for example) in creating a sub-project. For what it's worth, both Hadoop and HBase have migrated away from having a contrib and sub-projects, other than how Hadoop has all of it's major components (HDFS, YARN, MR, Common) in sub-projects. -Joey
