Update to 1.4.x stop-all.sh script to allow it to stop tracer and gc when the
tracers and gc conf files are not present, mirroring the default in
start-all.sh.

Testing
-------
Tried it on cluster without tracers and gc files. Without the change, the
processes remained after stop-all.sh. With the change, they were stopped, and
errors about the files being missing were no longer emitted.
