I wonder if it wouldn't be a good idea to consolidate the various
"Accumulo" configuration objects into one struct-like object. Presently, that
would contain the AccumuloConfiguration and the new RateLimiter. This would
prevent us from having to change the method signature every time something new
is added here (so far, there's a lot of modifications from this already)
