@milleruntime offline we discussed how this does not work with minor
compactions. One solution to this was to set the table compression to snappy
(then minor compactions would always use snappy) and have this compaction
strategy only set gz for larger files. However, the way the strategy only sets
the compression when file size is less than a certain amount does not support
this technique.
