ACCUMULO-4518 Use Jekyll posts for releases
* Made releases Jekyll posts so they now show in Latest News
and RSS feed.
* Reorganized and simplified navbar
* Created user manual, examples, and javadoc archive pages
* Remove old documentation page
* Moved 1.3 user manual to 1.3/ directory
