I bumped ACCUMULO-4586 to 2.0. The right course of action is still being discussed, it doesn't look like anybody's currently working on it, and it would be a non-bugfix in a bugfix release. So, it should be fine bumped. It can be moved back if we reach consensus and somebody works on it, but I don't think anybody would want it to hold up your efforts to release 1.7.3.
