I started reviewing this. I was able to build a tarball and run Accumulo
locally with the new monitor. However, it looks like the integration tests are
failing due to missing/extra dependencies in the monitor pom.xml. I will
create a PR to your branch to help you fix up those dependencies and get the
tests working again.
