Was curious what this changed. Original (toc:4) on the left and the
proposed change (toc:2) on the right.
It definitely cleans up the TOC. I'm not sure if it would be confusing to
users who use the TOC to find a specific sub-sub-section (that now isn't
there). I think I'm +0 presently.
