In order to decouple the CMS API from the ActiveMQ-CPP source, we should copy
the CMS source code (.h files) to their own svn tag (calling it version 1.0
should be sufficient). The activemq-cpp source code can still bundle the CMS
API for simplicity of download, but this way CMS could be downloaded
independently, if desired.
