Proposed new release process

After talking with Hiram a bit I've tried out a proposed release  
process for activeio and tried to document it on the wiki

I think the additional automation will help make releases easier.

One new feature is an organized way of pushing the maven generated  
sites which are useful for javadoc and quick viewing of the source  
from xref.

I'm going to be trying it for activemq 4.1.2 shortly.
