Resolution: Fixed
Fix committed in the SVN revision 727396. I the mean time replace
file:///${activemq.base}/conf/credentials.properties
with
file:${activemq.base}/conf/credentials.properties
in conf/activemq.xml
and webapps/admin/WEB-INF/webconsole-embedded.xml
