-Added cleaner shutdown logic for the broker to avoid issues during shutdown.
-Fixes in cursored queue dispatch for shared and exclusive queues to avoid NPEs
-Added the ability to set base dispatch priority for SharedQueues
-Added plumbing to SimpleExecutionLoadBalancer to allow for periodic
rebalancing.
