Improve Optimized Acknowledgements behavior when transport is interrupted

When transport is interrupted and there are unacked messages in the consumer,
they are not properly cleaned, so we can get unmatched acknowledge exceptions
after transport is resumed.
Also, we need to force ack if it doesn't happen in certain timeframe, since the
current behavior can lead to hangs when consumer is interrupted often.
