"queue size " metrics for topics not accurate

The queue size metric for topics is currently not accurate. It is also
throwing off the broker total message count metric. In the queue case this
metric is always going up but never comes down. Since there is no "queue" for
topics it would be better if this metrics just reported 0.
An alternative solution would be to sum the number of messages in all the
subscriptions attached to the topic.
