Issue AMQ-2564 showed that in a Pure Master Slave configuration the Master has
no mechanism to detach the hanging Slave broker. In case the Slave broker
hangs, or stops responding there is no reason to also block the Master broker,
maybe a similar hang can also occur when the Slave broker server is powered off
trough a hardware failure.
The Master broker should have a mechanism to detach a Slave broker when it is
blocked by the Slave broker for a certain time.
