Add the DotNetZip zlib library to the nant dependancies and use that as the
default compression policy.

Use the DonNetZip libraries ionic.zlib.dll in our builds so that we can use
that libraries compression and decompression streams as our default method of
doing Message Body compression. Update the nant.build to pull the library in
from the vendor repo and package it with the binary distribution.
Add a reference in the NOTICE file to the use of that library since it uses the
MS-PL which is Apache compatible.
