Kind of depends on what your needs are, there's a bunch of bugs in the NMS
1.3.0 Uri handling so if you need to set Uri options especially on transports
inside the failover transport Uri, that won't work so well. If you want
Message priority support then you'd need 1.4+.
Basically look at the issues in the release and see if anything affects your
app.
