updateClusterFilter/ClientsOnRemove broken when running JMX broker

The transportConnector settings "updateClusterFilter" and
"updateClusterClientsOnRemove" are not propagated to JMX managed connectors
when they are created from the non-JMX managed connectos. So, even if they are
set in the XML, they don't actually work at runtime.
