Hi Eric,

the queue is created on the broker, when the first message, consumer or 
producer is created. It will be propagated to the remote broker only if there's 
an interest for that destination there (or if it is explicitly configured). 
Under normal conditions, destinations (even inactive are not deleted on restart)
