I wonder what is causing the delay in the shutdown of all the transports. They 
should all be shutdown in order by the same thread. Is there anything odd in 
the logs?

It looks like the stop thread is blocked for some time until restart and the 
restart is complete before the stop is complete.

Could you generate a thread dump of the broker after it has stopped openwire 
and before you restart... so the stop of stomp should be pending at that time?
