A few issues:
- An inactive durable subscription uses a type of 'false' which is not
intuitive. It should reuse the same subscription key from when it was active.
- The inflight metric on a topic is not aware of deactivation with pending
messages so keeps incrementing.
- An offline sub with keepDurableSubsActive=false does not get all messages on
reactivation.
