Web console only allow usage of the web-console broker

Installing ActiveMQ WebConsole on Karaf (using features:install
activemq-web-console) works fine, but:
- we can only administrate/monitore the web-console broker (using the
WEB-INF/activemq.xml embedded file)
- creating a new broker using activemq:create looks to break the web console
I will submit a patch to enhance the web console behavior :)
