The DLQ does not work as expected when a failover to slave occurs.
# Messages currently in the master's DLQ are not duplicated on the slave and so
lost on failover.
# All messages sent to the DLQ after failover are lost, discarded as
duplicates. The slave log shows entries with text "IGNORING duplicate message".
The attached junit tests demonstrate the desired behavior on the master and the
incorrect behavior on failover.
