This fixes the first 2 failures. For testRedeliveryFlag I changed the loop
initialization in the "peek all" loop so it always got executed at least once.
For some bizarre reason maven does not seem to like the name
testOfflineSubscriptionWithSelectorAfterRestart, so I changed it to
testOfflineSubsWithSelectorAfterRestart and now the test works fine.
I'll continue working on the other 2 cases, but they fail much less frequently.
