from https://issues.apache.org/jira/browse/AMQ-3833 the audit is only persisted
when modified, which prevents an idle broker from cranking away on disk, but it
also means that a data file is retained. which can prevent gc due to dependent
acks.
the audit should be rewritten if it is holding up gc.
