Try adding a 'staticallyIncludedDestinations' element. Like
<networkConnector .... >
<staticallyIncludedDestinations>
<queue physicalName="always.include.queue"/>
</staticallyIncludedDestinations>
</networkConnector>
That should cause the 'always.include.queue' queue to always be forwarded.
