Gary Tully resolved AMQ-4798.

    Resolution: Fixed

fix in http://git-wip-us.apache.org/repos/asf/activemq/commit/839b154c

we were loosing precision when doing float multiplication for usage portion, 
hence getting different values for child and parent usage. They are now equal 
so there is no unnecessary warning.
