As I said in the Karaf Jira, I don't think it's related to User-Agent http
header because most of artifacts are correctly resolved/downloaded, only scala*
artifacts seem to have the issue.
If the cause is the User-Agent, it would affect all artifacts.
I'm testing with Karaf 3.0.0 (with a new Pax URL version), and adding some
debug code in Pax URL to identify exactly the source of the problem.
