While it may make sense to have true be the default, this is a significant 
change.  Anyone using multiple consumers distributed across a NOB in order to 
load-balance will find themselves with a big change between 5.9 and 5.10 as 
none of their cross-network consumers are sharing load from local producers.  
Depending on the topology, that could - in the worst case - cut down total 
consumption by a large amount.

Especially if anyone has a topology with few local consumers...

I recommend not changing the default.  It's configurable.

Is there a real need here?
