Rebalance load after a node has too much load after certain events.
It could be after failover, or after scaling up (starting new nodes on the
cluster)
It's not certain if this is just about connections or also about data (queues
and topics). We believe that if we just did this on connection level,
ACTIVEMQ6-25 would take care of redistributing the data.
