Messages enqueues at T_INICIALIZACION topic are not consumed by the
consumer included in the (ActiveMQ C++ CLIENT 3.8.2) library and sometimes
also the bróker dont dispatch the messsages to the tópic.
In the active mq manager whe have the next inforamtion:
Enqueues 219 Dequeues 0 Dispatched 0
Provider and consumer connections are listed in connections List but not in
the topic list.
The computer host where the program is running its affected by network issues,
frequent micro -loss communications
